UK sanctions senior commanders implicated in campaign of rape in Sudan and unveils new support for survivors

One year after the fall of El Fasher, the UK is bringing forward a new package of action designed to shine a spotlight on the horrific violence seen during the siege of the city. From:Foreign, Commonwealth & Development Office and The Rt Hon Ed Miliband MPPublished:26 October 2026

    • UK unleashes sanctions against military commanders suspected of atrocities, including conflict-related sexual violence, during fall of El Fasher.
    • Survivors to receive further support while humanitarian aid is strengthened in El Obeid and North Darfur, as conflict and El Nino-induced drought threatens famine.
    • Action comes as UK-backed investigations expose campaign of deliberate starvation and sexual violence by all sides in the conflict.

One year after the fall of El Fasher, the UK is today bringing forward a new package of action designed to shine a spotlight on the horrific violence seen during the siege of the city – and help survivors rebuild their lives.

15 senior commanders from both the Rapid Support Forces (RSF) and Sudanese Armed Forces (SAF) have been sanctioned for suspected atrocities, including conflict-related sexual violence. This includes Hussein Abu Jalak, an RSF colonel linked to atrocities during the siege of El Fasher, and Al-Nour Ahmed Adam (“Al-Qubba”), identified as present and playing a prominent role in besieging and attacking the city.

The sanctions impose a travel ban and asset freeze on those designated, while further ensuring the horrors that took place at El Fasher will be known to the world.

The announcement follows the release of UK-funded reporting by the Centre for Information Resilience (CIR), revealing a campaign of systematic starvation and conflict-related sexual violence against civilians in Sudan from both sides of the conflict.

    Foreign Secretary Ed Miliband said:

The war in Sudan has created a humanitarian catastrophe.

A year on from the atrocities in El Fasher, UK-funded investigations have shown that rape and starvation are still being weaponised against the people of Sudan.

These are crimes against our humanity – the perpetrators must be held accountable and support from all external backers to the warring parties must end.

El-Nino may worsen an already desperate situation, but whether famine takes hold is in the hands of the RSF and SAF – they must stop attacking aid convoys and let food reach communities.”

The UK is also allocating £5 million to support the survivors of conflict-related sexual violence in Sudan. The funding will go towards a range of services and supplies for survivors, including sexual and reproductive healthcare, maternal health services, psychosocial support, and safe spaces for women and girls.

A £10 million package will also be allocated to support the ongoing response to the deteriorating humanitarian situation in Sudan, against a backdrop of increased risk of famine driven by attacks on markets, health facilities, displacement camps and other infrastructure, obstruction of aid and El Nino-induced drought.

It will help to improve access to clean water and sanitation in displacement sites around Tawila, reducing the risk of disease outbreaks, while supporting health, protection and other essential humanitarian services in El Obeid, where conflict and restrictions on humanitarian access have left civilians facing acute needs.

One year ago, after an eighteen-month siege that starved hundreds of thousands of civilians, El Fasher fell to the Rapid Support Forces. In the days that followed, civilians were massacred, women and girls were subjected to horrific sexual violence, and entire communities were devastated.

Now, one year later, further UK-supported CIR reporting has this week shown the brutal tactics used during the siege are still being deployed across Sudan.

Siege tactics, drone attacks on civilian infrastructure and humanitarian operations, and the systematic obstruction of aid are all regularly used as weapons of war, with CIR-sourced footage showing RSF fighters discussing shutting off water supplies to El Fasher and preventing traders from bringing food into the city.

Sexual violence is also rampant, with CIR reporting describing women and girls being abducted, repeatedly raped, and held in conditions amounting to sexual slavery.

Today’s sanctions follow five previous rounds of UK sanctions related to Sudan’s conflict that have targeted suspected perpetrators in Sudan and the networks which support them.

Yesterday, September 8th, the Iran (Sanctions) (Amendment) Regulations 2026 (The Iran (Sanctions) (Amendment) Regulations 2026) was laid in Parliament.

The legislation, which enters in force on 29 September imposes (previously announced) further sectoral sanctions on Iran, broadly corresponding to measures lifted by the UK and partners as part of the Joint Comprehensive Plan of Action.

It follows the UK complying with UN sanctions obligations relating to the snapback of UN Iran sanctions in October 2025. New legislation includes financial measures to reduce the ability of the Government of Iran to access the UK financial systems. It will also bring forward trade prohibitions targeting significant industries advancing Iran’s nuclear escalation, including the energy, metals, gold, and software sectors, and related activities such as shipping, insurance and banking. We are also expanding our powers to target Iranian vessels which enable and facilitate Iran’s nuclear programme and malign activity.

Like all sanctions measures the legislation includes carefully designed mitigations. This will include general licensing to enable the continued operation of the Shah Deniz gas field in Azerbaijan, which provides critical energy supplies to our European partners. It is a continuation of long-standing policy that aligns the UK with the EU and US, who have similar carveouts for activities related to Shah Deniz.

    Written statement to Parliament

Written Ministerial Statement: Iran Sanctions, 8 September 2026

The Minister for the Middle East, Stephen Doughty MP, has provided a written update to parliament on Iran Sanctions measures. From:Foreign, Commonwealth & Development Office and Stephen Doughty MPPublished:8 September 2026Delivered on:8 September 2026

    Stephen Doughty MP

Today we are laying legislation which will tackle Iranian nuclear activity and other hostile Iranian activity.

The lack of transparency around Iran’s nuclear programme has long posed a serious threat to international peace and security. We have repeatedly seen Iran not act in good faith to address these concerns. For over two decades, the international community has sought clarity and assurance about the nature of Iran’s nuclear programme. Iran has expanded its nuclear programme in ways that lack any credible civilian justification. This includes Iran’s accumulation of over 400kg of uranium enriched to 60%. Iran is the only country without nuclear weapons to enrich uranium to this level.

The UK complied with its UN obligations to implement the snapback of UN Iran sanctions on 1 October 2025 when the Iran (Sanctions) (Nuclear) (EU Exit) (Amendment) Regulations 2025 came into force. The UK went further and designated 71 individuals and entities in sectors that have links to Iran’s nuclear programme, including financial institutions and energy companies.

As my predecessor set out in a written ministerial statement to the House of 13 October 2025, and also in their oral statement to the House on 13 January 2026, the UK will now introduce legislation to impose further sectoral measures on Iran. Today, I am laying in the House ‘The Iran (Sanctions) (Amendment) Regulations 2026’, through which the Government is amending both The Iran (Sanctions) Regulations 2023 and The Iran (Sanctions) (Nuclear) (EU Exit) Regulations 2019.

These Regulations introduce sectoral measures which are broadly those lifted as part of the Joint Comprehensive Plan of Action. Today’s legislation therefore doubles down on our action to constrain Iran’s nuclear ambitions.

Financial measures will further reduce the Government of Iran’s ability to access the UK financial system and raise funds in support of its nuclear programme. Trade prohibitions against Iran are expanded under this legislation to additional goods, technology and services, including those key to significant industries contributing to Iranian nuclear escalation, such as energy, software, metals, gold, and related activities such as shipping, insurance and banking. The export of additional goods and technology key to Iran’s conventional weapons and nuclear capabilities are also prohibited. In addition, to bolster our existing designations and the termination of our bilateral air services arrangements in 2024, Iranian aircraft will be prohibited from landing in the UK unless certain exemptions apply.

The legislation will further expand our powers to sanction ships – strengthening our ability to target ships enabling and facilitating Iran’s nuclear programme and malign and destabilising behaviour.

As part of the UK’s responsible approach to the use of sanctions, this legislation (like all sanctions legislation) includes carefully-designed sanctions mitigations.

This will include general licences to enable the continued operation of the Shah Deniz gas field in Azerbaijan, which provides critical energy supplies to our European partners. This is a continuation of long-standing policy and aligns us with the EU and US who have similar carveouts for activities related to Shah Deniz.

Through these measures, the Government will uphold its commitment to ensuring that Iran is never able to acquire a nuclear weapon, and will strengthen sanctions that reduce Iranian hostile capabilities.

Iran’s nuclear programme has long been a serious concern to the international community. Iran remains in significant non-compliance with their international safeguards obligations.

A negotiated outcome is the only long-term solution to the threat posed by Iran’s nuclear programme. We remain fully committed to a lasting and sustainable diplomatic solution that ensures Iran never develops a nuclear weapon.

UK continues crackdown on Russia with tough new sanctions

The UK government continues to demonstrate unwavering support for Ukraine as Foreign Secretary Ed Miliband unleashes his first major Russia sanctions package. From:Foreign, Commonwealth & Development Office and The Rt Hon Ed Miliband MPPublished:6 August 2026

    • Foreign Secretary Ed Miliband steps up UK action against Russia, with new sanctions targeting the Kremlin’s military machine, oil and gas revenues and ageing shadow fleet.
    • Government continues to support Ukraine after the Prime Minister and Foreign Secretary welcomed President Zelenskyy to the UK last week.

Russian banks, shadow fleet ships and shady businesses have been slapped with UK sanctions for their role in Russia’s barbaric war on Ukraine.

In his first major sanctions package, Foreign Secretary Ed Miliband has reinforced the UK’s commitment to the people of Ukraine by announcing new measures against those supporting the Kremlin’s war effort.

The package targets individuals and businesses enabling Russia’s war in Ukraine, further constraining the networks and revenue streams on which the Kremlin relies.

Among the 19 targets sanctioned today are six Russian banks propping up its war economy, six newly acquired shadow fleet tankers responsible for dodging Western sanctions and four Russian companies importing tantalum and niobium, rare metals critical for producing military equipment used on the battlefield in Ukraine.

    Foreign Secretary Ed Miliband said:

Today’s new sanctions demonstrate the UK’s unwavering commitment to supporting Ukraine and bearing down on those propping up the Kremlin’s aggression.

Ukraine’s fight is our fight. Those that threaten Ukraine’s freedom and democracy are a threat to Britain’s security at home. That’s why we will continue stepping up the pressure on Russia until a just and lasting peace has been reached.

Today’s action further builds on the Foreign Secretary’s work on Ukraine since taking office. In recent weeks he has held his first bilateral call in the role with Foreign Minister Sybiha, attended the ASEAN conference in Manila where discussions focussed on support for Ukraine and joined the Prime Minister in Portsmouth last week to host President Zelenskyy, where the UK announced support for cutting-edge drone capabilities to bolster Ukraine’s frontline defences.

Yesterday the Foreign Secretary travelled to Washington DC where he met US Secretary of State Marco Rubio. Discussions focused on efforts to maintain pressure on Russia and underlined that Ukraine’s security is inseparable from European and transatlantic security.

    Chancellor John Healey MP said:

Our commitment to stand with the Ukrainian people is absolute.

That’s why we’re introducing new tougher sanctions to choke off the funds that fuel Putin’s illegal war and are targeting his shadow fleet.

And the UK will continue to step up our action against Russia and its shadow fleet activity to protect our national security, our economy, and global stability.

This year alone the UK has imposed sanctions on over 500 individuals, entities and ships under its Russia sanctions regime, and today’s decisive action sends a clear signal that the UK will not let up on its efforts to hold Russia to account and support Ukraine for as long as it takes.

The UK government has now sanctioned over 3,400 individuals, entities and ships under the Russia sanctions regime. The latest measures form part of the UK’s ongoing effort to defend European and NATO security and weaken Russia’s ability to continue waging war in Ukraine.

UK sanctions illicit gold networks fuelling Sudan’s war amid crisis around El Obeid

The UK has sanctioned those suspected of being linked to financing, procurement, and commercial networks fuelling the Sudan conflict. From:Foreign, Commonwealth & Development Office and The Rt Hon Yvette Cooper MPPublished:16 July 2026

    • UK announces Sudan sanctions package targeting illicit gold and finance networks sustaining the war
    •  UK calls for UN arms embargo to cover El Obeid as city on the precipice of major atrocity
    • Foreign Secretary Yvette Cooper says UK will tackle those fuelling the conflict.

The UK has today announced sanctions targeting the conflict gold trade in Sudan, procurement networks and financial facilitators that are fuelling Sudan’s war.

Sudan’s booming gold industry is the engine of its war economy. While official gold exports were worth $1.5 billion in 2024 and 2025, the true value of the sector is estimated to be several times higher, with billions of dollars’ worth of gold smuggled out of Sudan each year through illicit channels, helping finance weapons procurement, military operations and the activities of armed groups.

These measures target eleven individuals and entities suspected of being linked to the financing, procurement and commercial networks supporting the RSF or the SAF and fuelling Sudan’s conflict. All are Sudanese but they trade internationally including in the gold markets in Dubai and Hong Kong.

At the centre of the package is Sudanese national Abu Dharr, suspected of being a notorious RSF financier and procurement facilitator. He is suspected of having helped fund and sustain RSF operations from beyond Sudan’s borders through a web of real estate, conflict gold, and holding companies based in Dubai.

Vast quantities of Sudanese gold continue to be monetised before entering global markets, making it a critical gateway for revenues generated by Sudan’s illicit gold sector.

By targeting these companies and facilitators, the UK is exposing and disrupting key commercial networks that help convert Sudan’s gold wealth into revenue that sustains the conflict.

    Foreign Secretary Yvette Cooper said:

“The people of Sudan continue to pay the price for a war fuelled not only by guns and fighters, but by illicit flows of gold and finance to fill the war chests on both sides. These sanctions are targeting Sudan’s war economy and they will shine a light on those who seek to profit from these illegal shadow networks.

“As the world watches the deeply alarming build-up around El Obeid, we continue to call on the RSF to halt their assault. And we are making clear that those enabling atrocities, from the battlefield to the boardroom, will be held accountable.”

The sanctions come as the UK and international partners are on red alert, monitoring the deteriorating situation in El Obeid, where the RSF is building up surge forces around a city already under immense humanitarian pressure.

The UK has warned that El Obeid is at risk of becoming the scene of another mass atrocity, following the horrors witnessed in El Fasher. Foreign Secretary Yvette Cooper has called for the UN arms embargo to be extended to reach El Obeid.

Illicit gold will be a priority theme at the UK’s Illicit Finance Summit, due to take place in London in December 2026. The Summit will bring together governments, civil society and the private sector to build an international coalition to tackle flows of dirty money around the world, including the trade in illicit gold.

    ENDS.

UK and allies sanction networks enabling settler violence in the West Bank

Foreign Secretary Yvette Cooper announces co-ordinated sanctions with international partners targeting individuals and entities involved in financing and enabling settler violence in the occupied West Bank. From:Foreign, Commonwealth & Development Office, Department for Business and Trade and The Rt Hon Yvette Cooper MPPublished9 June 2026

    • Foreign Secretary to set out tougher UK action in response to record settlement expansion and rising settler violence in West Bank, and push for urgent implementation of the 20 Point Peace Plan
    • UK brings together Australia, Canada, France, New Zealand and Norway to deliver co-ordinated sanctions against networks financing and enabling settler attacks against Palestinians in the West Bank, and firmly advises British businesses against activity in illegal Israeli settlements
    • UK takes further action to support recovery in Gaza, including providing £1 million for humanitarian demining, and at least £10 million supporting the PA to navigate the fiscal crisis and sustain critical services

In a statement to Parliament today, the Foreign Secretary will announce that the UK, alongside partners (Canada, France and Norway) is imposing new sanctions. The UK will impose sanctions on 6 entities and one individual involved in financing, enabling and carrying out settler violence in the occupied West Bank. Australia and New Zealand published co-ordinated sanctions last week.

Australia, Canada, France, Norway, and the United Kingdom have all taken the historic decision to recognise the State of Palestine, reflecting the rights of the Palestinian people and as part of our common efforts to protect the viability of the two-state solution. Today, they are acting together again in support of the same objectives.

Those designated will face asset freezes and, where appropriate, travel bans and Director Disqualifications. These sanctions will disrupt the flows of finance that have allowed extremist settler groups to act with impunity in the West Bank and demonstrate the UK’s commitment to a two-state solution.

The UK position remains clear: settlements are illegal under international law, they undermine international efforts to secure a just, lasting peace in the Middle East, and they risk doing permanent damage to the prospects of a secure and viable Palestinian state being able to live in peace alongside a secure Israel.

For the first time, the Foreign Secretary has also announced that the UK’s official guidance will explicitly advise businesses against economic and financial activity in illegal settlements. The UK continues to support trade with Israel within 1967 lines, but states that there should be no economic involvement in illegal settlements.

Foreign Secretary Yvette Cooper is expected to say:

Today we are acting with our international partners to sanction those who support and sponsor violence against Palestinian communities in the West Bank.

Settler expansion and violence is illegal and a fundamental threat to the viability of a two-state solution, and to long-term peace and security for Palestinians and Israelis.

These measures show the UK is leading with our partners to target those who are fuelling this violence.

These steps come against a backdrop of continued illegal settlement expansion including the E1 project, which further undermines the viability of a two-state solution, and record levels of settler violence designed deliberately to destroy Palestinian homes and livelihoods in the West Bank.

The UK continues to urge the Government of Israel to end settlement expansion, clamp down on settler violence, prosecute those responsible, and lift ongoing restrictions on the functioning of the Palestinian economy. The UK will not hesitate to take further action if the situation does not improve.

Today’s measures form part of a wider UK effort to advance peace and security in Israel and Palestine. This includes action to support implementation of the 20 Point Plan for Gaza and protect and strengthen a viable Palestinian state.

The Foreign Secretary is also expected to announce today that the UK will provide an additional £1 million for humanitarian mine action in Gaza in addition to the £4 million already contributed. She will call on the Government of Israel to open all crossings and remove arbitrary restrictions on the delivery of humanitarian aid and equipment to ensure that UK aid can reach all those who desperately need it.

She will also announce that she will travel to Paris this week in advance of the Peace Building Conference, which is bringing together Israeli and Palestinian civil society, and international partners dedicated to advancing the two-state solution.

In addition, the Foreign Secretary will confirm at least £10 million in financial and technical assistance to the Palestinian Authority in 2026, including support to navigate the fiscal crisis and sustain frontline services such as healthcare.

    Background
