  • Protecting Americans from Intellectual Property Theft

    Today, the Department of State is sanctioning one individual and two entities under the Protecting American Intellectual Property Act (PAIPA) in connection with theft of trade secrets from U.S. persons.  These are the first designations under PAIPA and are supported by concurrent Department of the Treasury designations.  Theft of trade secrets, particularly in relation to sensitive and emerging technologies, poses a serious threat to U.S. national security and economic prosperity.  Such theft harms U.S. national security, jobs, companies, and investments, while costing U.S. industry billions of dollars each year.

    Today’s designations coincide with an investigation by the Department of Justice and Federal Bureau of Investigation of Australian national Peter Williams, who pleaded guilty on October 29, 2025, to two counts of theft of trade secrets.

    Williams stole several proprietary cyber tools from a U.S. company between 2022 and 2025 and sold them to Operation Zero in exchange for millions of dollars paid in cryptocurrencies.

    The Trump Administration is committed to using all tools at its disposal to protect Americans from intellectual property theft and cybercrime, which threaten the economic stability and national security of our country.

    Today’s action is being taken pursuant to the authorities under the Protecting American Intellectual Property Act (50 U.S.C. 1709) and Executive Order (E.O.) 13694, as amended.  For more information on today’s action, please see the Department of State’s Fact Sheet and Department of the Treasury’s press release.

  • Visa Restrictions on Chilean Nationals Undermining Regional Security

    The United States is committed to countering attempts to undermine regional security and subvert sovereignty.  Today, the Department of State is announcing it has taken steps to impose visa restrictions on three Chilean government officials who knowingly directed, authorized, funded, provided significant support to, and/or carried out activities that compromised critical telecommunications infrastructure and undermined regional security in our hemisphere.  These individuals and their immediate family members will be generally ineligible for entry into the United States, and any U.S. visas held by them have been revoked. 

    These actions reaffirm President Trump’s commitment to protect America’s economic prosperity and national security interests in our region.  We continue to promote accountability for Chilean nationals who intentionally work to destabilize our hemisphere. In its twilight, the Boric government’s legacy shall be further tarnished by actions that undermine regional security at the ultimate expense of the Chilean people.  We look forward to advancing shared priorities, including those that strengthen security in our hemisphere, with the incoming Kast Administration.

    We continue to use all available tools to promote safety and security of our region.

    These actions are being taken pursuant to Section 212(a)(3)(C) and Section 221(i) of the Immigration and Nationality Act.

  • Imposition of Visa Restrictions on Uzbekistanis Facilitating Illegal Immigration to the United States

    The Department of State has taken steps to impose visa restrictions on individuals in Uzbekistan identified as knowingly facilitating illegal immigration to our nation. This action applies to executives and senior officials at two Uzbekistan-based visa facilitation companies who knowingly provided travel services designed primarily for aliens intending to illegally immigrate to the United States. These actions are taken under Section 212(a)(3)(C) of the Immigration and Nationality Act (INA), which generally bars entry to those whose entry or proposed activities would have potentially serious adverse U.S. foreign policy consequences.

    Investigations indicate that individuals in Uzbekistan actively coordinated transportation for aliens, including minors, intending to illegally immigrate to the United States through airports and across borders to transit points in Central America, where many were later encountered attempting to enter the United States illegally.

    The United States will not tolerate any attempts to undermine our national security or immigration laws. The Department will ensure those who profit from illegal immigration face consequences, and we will aggressively target smuggling networks to protect our borders and national security. The United States reaffirms its deep appreciation to the Government of Uzbekistan for its close cooperation to shut down the criminal networks that facilitate illegal immigration to the United States.

    Targeting Paramilitary Commanders Committing Atrocities in Sudan

    Today, the United States is sanctioning Elfateh Abdullah Idris Adam, Gedo Hamdan Ahmed Mohamed, and Tijani Ibrahim Moussa Mohamed of the Rapid Support Forces (RSF), a paramilitary group whose members have committed genocide in Sudan. The RSF has perpetrated atrocities during the almost three-year conflict in Sudan. The RSF and allied militias engaged in a campaign of widespread killings, torture, and sexual violence in El Fasher, the capital of North Darfur, during the months-long siege and subsequent capture of the city in October 2025, targeting civilians based on their ethnicity and tribal identity. The RSF also prevented food and other humanitarian assistance from entering the city, leading to famine and disease.

    In addition, the Department of State is designating Elfateh Abdullah Idris Adam under Section 7031(c) for gross violations of human rights. Idris brazenly filmed his atrocities, including executing unarmed civilians in El Fasher. As a result, Idris and his immediate family members are ineligible for entry into the United States.

    The Trump Administration seeks a lasting peace in Sudan and an end to the world’s worst humanitarian crisis. We call on the belligerents to accept the U.S.-brokered humanitarian truce without preconditions.

    Sanctioning CJNG-Controlled Timeshare Resort for Defrauding U.S. Citizens

    The United States is sanctioning Kovay Gardens, a Mexican timeshare resort, along with five Mexican individuals and 17 Mexican companies linked to timeshare fraud schemes orchestrated by the Cártel de Jalisco Nueva Generación (CJNG).

    Last year, the Trump Administration designated CJNG as both a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT). CJNG generates illicit revenue through drug trafficking, fuel theft, extortion, human trafficking, and timeshare fraud, and further endangers Americans by trafficking illicit fentanyl, which President Trump rightly designated as a weapon of mass destruction. The United States remains committed to protecting the American people from vicious FTOs and SDGTs.

    Today’s action was taken pursuant to Executive Order (E.O.) 14059, which targets the proliferation of illicit drugs and their means of production, and E.O. 13224, as amended, which targets terrorists and their supporters.

  • Designation of Nicaraguan Prison Official for Involvement in Gross Violations of Human Rights

    Today, the Department is taking action to promote accountability for the Murillo-Ortega dictatorship’s abuse of political prisoners by designating La Modelo prison Maximum-Security Director Roberto Clemente Guevara Gómez under Section 7031(c) for his involvement in a gross violation of human rights of a political prisoner. The United States calls for the immediate, unconditional release of all unjustly detained political prisoners in Nicaragua.

    This public designation is made under Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (Div. F, P.L. 118-47), as carried forward by the Continuing Appropriations Act, 2026 (Div. A, P.L. 119-37).

    During Iran’s nationwide protests in December 2025 and January 2026, the Iranian regime has unleashed violence and repression against tens of thousands of peaceful demonstrators. The regime imposed a near-total nationwide internet shutdown, unprecedented in scope and duration, that severely restricted independent documentation of abuses and cut Iranians off from the world. Even today, the regime continues to restrict the ability of Iranians to exercise their basic freedoms. As President Trump has made clear, the United States stands with the Iranian people.

    Today, pursuant to his authority under Section 212(a)(3)(C) of the Immigration and Nationality Act, Secretary Rubio is taking steps to impose visa restrictions against 18 Iranian regime officials and telecommunications industry leaders, as well as their immediate family members. This visa restriction policy will target individuals who are complicit, or believed to be complicit, in serious violations of human rights, particularly inhibiting the right of Iranians to free expression and peaceful assembly. 58 individuals have now been targeted by this policy.

    The United States will continue to stand with the right of the Iranian people to free expression. We reaffirm our unwavering support for Iranians and their demand for peace and dignity. We will continue to use all tools available to expose and promote accountability for the abuses by Iranian regime officials and other individuals.

    Actions to Implement President Trump’s Vision for Venezuelan Oil

    The Trump Administration is rapidly implementing President Trump’s vision to reopen and develop Venezuela’s oil industry for the shared benefit of the American and Venezuelan people. Thanks to President Trump’s leadership, the United States has already issued several general licenses at record speed for oil and gas companies to make unprecedented investments in Venezuela’s energy infrastructure. 

    On January 29, Treasury’s Office of Foreign Asset Control (OFAC) issued Venezuela General License (GL) 46, which authorizes firms incorporated in the United States to market Venezuelan oil to buyers around the world, and largely in the United States. Payment must be made on commercially reasonable terms – in contrast to the heavily discounted prices for which the corrupt Maduro regime sold oil – and must be paid into an account in the United States established and with oversight by the Departments of State and Treasury. We will assure these funds are spent transparently and for the benefit of the Venezuelan people.

    • On February 3, OFAC issued Venezuela GL 47, which authorizes firms to sell U.S.-origin diluent – a product essential for oil production – to Venezuela. This action provides significant benefit both to the Venezuelan people and to the U.S. economy.
    • On February 10, OFAC issued Venezuela GL 48, which authorizes U.S. firms to provide goods, equipment, and services for the Venezuelan oil and gas industry. By utilizing this GL, U.S. firms will play a critical role in repairing and upgrading Venezuela’s oil and gas infrastructure for the benefit of the Venezuelan people.
    • On February 13, OFAC issued Venezuela GL 50, which authorizes certain firms in Venezuela to expand their operations, including pursing additional upstream oil and gas projects. On February 13, OFAC issued Venezuela GL 49, which authorizes oil and gas firms to negotiate and enter into contingent contracts with Venezuela to invest in upstream oil and gas projects. The Trump Administration will subsequently review for approval the proposed contracts to ensure they advance the interests of the American and Venezuelan people. These investments will lay the foundation for the modernization of the Venezuelan oil and gas industry, increase production, and shore up U.S. supply lines in our own hemisphere. 

    Venezuela holds tremendous economic potential, but years of instability, corruption, and economic mismanagement have limited the nation’s growth and prosperity. These general licenses invite American and other aligned companies to play a constructive role in supporting economic recovery and responsible investment. Additional authorizations may also be issued as necessary in furtherance of President Trump’s vision. The United States is committed to restoring Venezuela’s prosperity, safety, and security for the benefit of both the American and Venezuelan people. With renewed cooperation and sound economic stewardship, Venezuela can reemerge as a stable, prosperous partner whose citizens benefit from its vast natural wealth and strengthened ties with the United States.

    The Department of State is publicly designating Palau Senate President Hokkons Baules for his involvement in significant corruption on behalf of China-based actors. In addition, the Department is publicly designating Anderson Jibas, former mayor of the Kili/Bikini/Ejit community in the Republic of the Marshall Islands, for his involvement in significant corruption and misappropriation of U.S. provided funds during his time in public office. These actions render Baules, Jibas, and their immediate family members generally ineligible for entry into United States.

    Baules abused his public position by accepting bribes in exchange for providing advocacy and support for government, business, and criminal interests from China. His actions constituted significant corruption and adversely affected U.S. interests in Palau.

    Jibas abused his public position by orchestrating and financially benefitting from multiple misappropriation schemes involving theft, misuse, and abuse of funds from the U.S.-provided Bikini Resettlement Trust, resulting in most of the funds being stolen from the Kili/Bikini/Ejit people who are survivors and descendants of survivors of nuclear bomb testing in the 1940s and 1950s. The theft, misuse, and abuse of the U.S.-provided money for the fund wasted U.S. taxpayer money and contributed to a loss of jobs, food insecurity, migration to the United States, and lack of reliable electricity for the Kili/Bikini/Ejit people. The lack of accountability for Jibas’ acts of corruption has eroded public trust in the government of the Marshall Islands, creating an opportunity for malign foreign influence from China and others.

    The United States will continue to promote accountability for those who abuse public power for personal gain and steal from our citizens to enrich themselves. These designations reaffirm the United States’ commitment to countering global corruption affecting U.S. interests.

    These public designations are made under the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (Div. F, P.L. 118-47), as carried forward by the Continuing Appropriations Act, 2026 (Div. A, P.L. 119-37) (“Section 7031(c)”).
