  • Hi, all!

    As you know, I’ve had struggles processing OFSI and SECO updates to existing sanctions designations because of the differences between PDF and Markdown (MD) formats and capabilities. I did realize two things recently, however. Firstly, if I really wanted to reproduce the formatting, I actually could – Claude can also produce HTML as well as Markdown. Secondly, I needed Claude to recognize the formatting and act on its meaning (e.g. added text, deleted text).

    Long story short – while it took a while, posts for OFSI and SECO updates now largely mirror how OFAC updates are displayed – one line per field, with changed records pointing out what was deleted and what was added. Easier for you (and me) to understand, and easier to read, to be frank.

    I am still retaining the tables from the OFSI emails with the links to the FCDO designation pages, the link to the FINMA Notice, and the links to the various files supplied by SECO.

    Actually, I just realized that I didn’t retain the link to the OFSI sanctions notices… I’ll get that working by the time the next update hits.

  • So, this morning I asked Claude to process this AM’s SECO update (incorporating the UNSC’s August 14th updates), and it told me that it looked awfully like yesterday’s SECO update – and would I like to update that post, or create a new one.

    Yes, on both days, 3 persons and 1 entity were updated by the UNSC. And SECO created an update for each. Because of the timing of the 2 updates, OFSI actually issued a single update on Monday comprising of both sets of UN updates. Even there, OFSI said there were 6 updates to individuals and 2 to entities… which confused Claude, even if it was technically true, from a. regulatory standpoint.

    It’s a good reminder of the limitations, especially over time, of AI tools’ ability to understand context. Would Claude have not been confused had I used a more powerful model like Opus or Fable instead of Sonnet? Perhaps, but at what cost – those models chew up your usage a lot faster, which is silly for normal day-to-day work.

    Thought this was an interesting case to share.

    New online form for inviting OFSI to participate in events

    Today OFSI has launched a new GOV.UK online form for organisations wishing to invite OFSI to speak at, attend, or participate in events. 

    The form provides a single route for submitting invitations and helps ensure requests are directed to the appropriate team with the information needed for consideration. 

    What does this mean? 

    • The new form is now the preferred route for submitting invitations to OFSI. 
    • It can be used for conferences, webinars, workshops, roundtables and other engagement activities. 

    Why are we introducing the form? 

    • To provide a simple and consistent process for submitting invitations. 
    • To make it easier for organisations to engage with OFSI. 
    • To support more efficient handling of requests.

    OFSI has Amended and Extended the Lukoil International General Licence and the Lukoil Bulgaria General Licence

    OFSI has published amendments to the Lukoil International General Licence (INT/2025/8031092) and the Lukoil Bulgaria General Licence (INT/2025/7895596).

    Both General Licences include a notification requirement for any Entity using the amended licences. Entities relying on the amended General Licences must notify OFSI when they first use the licence and provide their current contact details. Entities that begin using the licences on or after 12 August 2026 must notify OFSI within 14 days of first use. Entities already relying on the licence when the requirement takes effect must notify OFSI within 14 days of 12 August 2026. This is a one-off notification requirement unless contact details change. Submission of a notification does not constitute confirmation by HM Treasury that the activity is permitted under the licences.

    The Lukoil International General Licence (INT/2025/8031092) has been extended until 26 February 2027.

    OFSI: Amended the Russian Oil Exempt Projects General Licence

    OFSI has published an amended Russian Oil Exempt Projects General Licence INT/2025/5635700.

    The General Licence was amended to include the Kurdistan Export Pipeline until 14 October 2027.

    Any persons intending to use General Licence INT/2025/5635700 should consult the copy of the Licence for full details of the permissions and usage requirements.
