Treasury Launches Unprecedented Campaign Against Iranian Regime on Economic D-Day

Treasury and State Departments Deliver Additional Sanctions Relief on Syria

In line with President Trump’s promise to deliver sanctions relief to Syria, the U.S. Department of State today removed Syria’s designation as a State Sponsor of Terrorism. Accordingly, Syria is no longer subject to prohibitions under the Terrorism List Governments Sanctions Regulations, 31 CFR part 596 (TLGSR), or 22 USC 7205(a)(1).

The U.S. Department of State also revoked the designation of al-Nusrah Front, also known as Hay’at Tahrir al-Sham (HTS), as a Specially Designated Global Terrorist (SDGT) organization. Concurrently, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) removed HTS from the Specially Designated Nationals and Blocked Persons List (“SDN List”).

As a result, Syria General License (GL) 25, which authorized certain transactions that could otherwise have been prohibited due to the role of HTS in the Syrian government, is no longer necessary, and OFAC has revoked the general license. OFAC also updated FAQ 1220FAQ 1221, and FAQ 1222, and removed FAQ 1223.

Also, the U.S. Departments of Commerce, State and Treasury have issued an updated Tri-Seal Advisory: Sanctions and Export Controls Relief for Syria.


Additionally, OFAC has added numerous new Iran-related names to its SDN List, and implemented the following actions with regard to its Iran sanctions programs:

Mr. Sanctions will work on untangling all this in a number of additional posts – undoubtedly, with Iran and Syrian updates separated. It’s more important to get this out to you now than making it ‘pretty” – for now.
