Supplemental Information: Treasury’s release describes Ansari as a Dubai-based Iranian financial facilitator who oversees a global network of assets benefiting Supreme Leader Mojtaba Khamenei and other regime elites, and identifies him as the former owner and director of the now-defunct Ayandeh Bank, using that position to overextend loans and embezzle from the Iranian people before the Iranian government forced the bank’s dissolution in mid-October 2025. Using shell companies and bank accounts across multiple jurisdictions, Ansari built a portfolio – held through Smart Global Limited – of real estate and commercial holdings in Germany, Luxembourg, Spain, the United Kingdom, Cyprus, and the UAE, among other locations, benefiting Khamenei, his family, and other regime and IRGC figures. Ansari is designated pursuant to E.O. 13876 for materially assisting Khamenei, and pursuant to E.O. 13224, as amended, for acting on behalf of the IRGC. Treasury notes the action follows Iran’s resumption of attacks on international shipping in the Strait of Hormuz.
