Supplemental Information: Francesca Paola Albanese has served as the United Nations Special Rapporteur on the Situation of Human Rights in the Palestinian Territories Occupied since 1967 since May 2022. She was originally designated under EO 14203 on July 9, 2025, at which time the State Department cited her engagement with the ICC in efforts to investigate or prosecute U.S. and Israeli nationals. OFAC simultaneously issued General License No. 8 authorizing wind-down transactions involving her through August 8, 2025. On May 13, 2026, U.S. District Judge Richard Leon (D.D.C.) issued a temporary injunction against the designation, finding it likely violated her First Amendment rights; OFAC subsequently removed her from the SDN List on May 20, 2026. Today’s action (May 27, 2026) re-adds her to the list. No press release was linked to this update.
